Can windshield washer fluid harm car paint?

I drive a 2008 ford focus and I've noticed around where my windshiled washer fluid comes out a discoloration almost like oxidizing? And there's kinda a line from where my windshield washer fluid runs down. Did I mention my car is black?? What can I do to stop/help/prevent this.. any help please!
